The Building ...The U.S. Interests Section In Habana. When the U.S. decided to provoke Castro by displaying a scrolling illuminated sign at the top of the building with messages of Human Rights, Castro retorted with 138 black flags symbolizing people who have died since the 1959 revolution. The flags block the view of the scrolling messages. I wasn't there at night so do not know if they still try to scroll the messages.
